A Combo Challenge Birthday Card

 Hello and welcome back! Today's card is for a couple of challenges.

The colour challenge at Just Add Ink and the weekly challenge at Tic Tac Toe Challenges provided the inspiration for this design. I used the top row of the tic tac toe board.
